Tough Measures is an unusual packing puzzle with only two pieces. Both pieces are large, hinged pieces that resemble a segmented ruler. They are capable of laying on top of each other where the lower and upper layers align, making this puzzle technically a 3D packing puzzle despite the flat appearance of the pieces.
